Valkyria Chronicles 4 Complete Edition includes all of the bonus DLC plus the full game. Valkyria Chronicles 4 takes place in the same timeframe as the original Valkyria Chronicles, but from the perspective of Commander Claude Wallace of Squad E of the Federation. Valkyria Chronicles 4 is slated for September 25. Once the game is out, throughout the rest of the year, DLC will be available for purchase.

Maybe it has something to do with the Tank Decal DLC like you mentioned.Update: Just checked my tank decals, and I couldn't find the tank decals that come with the dlc.
